Hi,
Is it normal if in the interview process client asks us to work on something for free?
In my case as a Web Developer, they ask to convert Figma design to a working React app (just 1 page).

It is a violation of Upwork TOS for a client to ask a freelancer to work for free.
This person has no intention of ever hiring you or paying you money. He is trying to trick you into working for free.
Tell him:
"Thank you for the opportunity. Upwork TOS prohibits a free arrangement like that, but this would not take me very long to do. You can go ahead and set up an hourly contract that we can use to do this test. Feel free to limit the maximum number of hours to just one hour."
If the client sets up a contract for you to use, then that's great. He is a real client. But if he doesn't hire you, you should use the "Flag as inappropriate" link button to report him.

Preston is right. The client should set up a Fixed Price contract if they wanted to test if you are qualified for the job they are looking to complete.
