I do not understand why Upwork allows non verified jobs if it is wrong to apply for them.
Also, is it really wrong to apply for them? Or is it just advisable not to to.
If it is wrong, why not completely disable this? Why are clients able to post jobs without verifying payment.

I apply for jobs without verified payment all the time. But I DO NOT start working until the payment method is verified and I tell the client that. It has never been a problem for me.

Could you give me an estimation of what's the job-winning ratio as compared to the verified projects?

It's perfectly fine to submit a proposal for these jobs. However, you should not begin work until the payment method is verified.
