Is accepting and declining involved in the Project Catalog?

I am planning on setting up a project in the Project Catalog. However, I have one question regarding this that I have not been able to find a solid answer to:

When someone decides they want to buy a project/service, is there a system that allows you to choose whether or not you would like to work for them?

In my opinion, it is nice to know whom you are working with to avoid unpleasant surprises. Also, I would be happy to hear about your experiences with the Project Catalog. Have a nice day!
