I just had a proposal declined for "Insufficient Upwork history", but that seems incongruous as the client expressed interest in Rising Talent. Is that option automatically selected for clients, or does the client just not know what "Rising Talent" means?

I know it can be a little bit discouraging but keep trying, as we've all have went through the Rising Talent stage!
But to answer your question, I think clients are the ones that choose the reason when declining an application, even if they accept freelancers with Rising Talent status, the different options are still there when they decline. They basically don't "have to" say their real reason.
