Is it legal for a client to post a job to change some legal paper?

I have an interview with a client who asks me to change some legal paper details for him. Like a university certificate.
I want to know is it legal? 
What should I do?

No.

Forgery is a crime.

Aiding and abetting it is also a crime.

Should I have to do something except refuse his offer?

Besides declining the offer and/or withdrawing your proposal, you should also report the client by clicking the flag button gear icon next to the message where the client specifically asked you to do something illegal.

To ensure the best chances of Upwork acting on it, be sure to provide as much information as possible in the text box when flagging it so Upwork can review it accordingly and take needful action on the client account.
