I'm afraid not. They're gone. The only time you get connects back is when a job is cancelled.

Jobs on Upwork are not closed when a client makes a hire unless the client chooses to close them. Support only closes jobs under very limited circumstances. So you will need to keep a close eye on the job and its status if you want to avoid submitting proposals after there is already been a hire.
