Is it safe to recommend someone if you have been invited for a job?

I just want to ask if it's safe for me to recommend someone because I don't feel like I want the job. I got an invitation today. 

Would this break upwork's rule, terms and conditions?

If the job is public, you can send a link to it to the freelancer you want to recommend so they could apply.
