Is there any Alternative for W9 form for Non-US Freelancers?

Hello,

I have been working with  an organization for last 3 years. Recently they had a project for which I applied to get. It approved from most of their deparatments but it's now stuck in ligal department.  They require W9 form but I am not used based freelancer. 

I want to know if there is any way upwork can resolve this issue for me or any if any one can help me with an alternative.
