Is there any rules on Upwork that two sisters can't work on Upwork.com as a freelancer ?

One of my friend and her sister both are working as a freelance on upwork. Both are sinceare canidate and working and have top rated profiles. suddenly upwork close one sister's account and upwork is not responding about her issue and not responding her emails since 5 days. Let me know if upwork communication can help her to recorver her profile.
