i feel its time to have a fixed lower limit for fixed and hourly projects..what i can see off lately is expected rates of clients going down considerably...i was shocked to see a client who has paid for number of hours at avg rate of $1.5 :(..i can see many more who have paid less than $5 per hour..its is rather disaapointing...
i dont think any country have such a low hourly rates as per there labour laws even..

I stumbled over a client profile yesterday where the hourly rate is below $3.
As far as I know the minimum for hourly rate is $3 anf fixed price is $5. My question is: How it is possible that clients have an average hourly rate below the minumum hourly rate?

Labour laws do not realy apply since we are freelancers. E.g. I am the only employer in my business and pay myself a fixed salery every month. The rest of the money stays in the business until I increase my salery. But it doe not matter how much my (companys) clients (not employers, since that's my position) pay.

Yes there is and has been for years.
It is $ 3per hour.
For fixed rate contracts it is $ 5 per milestone.
If you see hourly contracts for less, it is client-freelancer relationships that started previous to the minimum rates.
