Reading Upwork's info about JSS, it says one of the factors in lowreing the score is "contracts without activity." Would a contract paused by the client be considered a contract without activity?

As long as you have received payment (at some point) under that contract, and don't have a load of such contracts (which you clearly don't,) it makes absolutely no difference to your JSS if the contract goes idle (after 2-3 months.)

 

Lots of people have loads, even dozens of idle contracts and 100% JSS, so don't worry about it.

 

But yes, whether an inactive contract is paused or not does not affect it being inactive. Inactive is inactive.

 

But in general people blame idle contracts or "no feedback contracts" or the full moon or algorithm breakdowns etc etc etc when really their JSS is down because of poor(er) private feedback or contracts that ended without payment (ever.)
