Hello, 

What happens if a client we have worked with and earned $1,000+ end the contract and rehire me? Will we start over again ie, charged an Upwork fee of 20% instead of 10% (for the top-rated) for contracts above $501? I'm just curious, and I'd love to know about this.

No. It stays at 10% because the fee-tiers are per client relationship, not per contract

10% is the fee above $ 500 in billings with any one client. It has nothing whatsoever to do with "top-rated"

What does that have to do with the JSS????

I was recently charged 20% thinking it was because I lost my top-rated status. What could have happened?

The fee tiers have absolutely nothing whatsoever at all to do with top-rated.

Chances are you weren't at $ 500 with that client yet or the client rehired you from a different account.
