Can a freelancer end a contract if the client is not responding for quite a long time? (3,4 weeks) Also does it affects the JSS?

3-4 weeks is not the definition of long time when you are a freelancer. If you are sure that the job went well and the client will leave a good feedback, ask him whether or not he needs more work or otherwise could close the job. If there was something that might cause issues, leave the contract open and let the client forget about it. Dormand contracts can become handy if you want to push a negative feedback onto the next page.

No feedback means no impact on the JSS.
