Job Posting with Freelancing Account

I've my account as freelancer but I want to get work from Graphic Designer so can I hire a person with my freelancing account.

In theory you can, by adding a client profile to your account on your settings page. Before you start, make sure you have an acceptable payment method, which is usually a real (proper) credit card (not a debit or prepaid card) as it is pointless to post a job if you can't hire a freelancer.

Hi Muhammad,

Once you confirm that you have a valid payment method you could use, you can add a client account as described here. Note that you won't be able to use your earnings as a freelancer to pay freelancers you hired.
