Job Postings don't mention location.. How to find local gigs!?

I cannot seem ot find jobs by my precise location, i.e. City or Zip.  I'm a videographer and photographer so I need to find work near where I live but I can only filter Jobs by state/Timezone.  Some jobs will say "need a photographer for a birthday" and the only info on location is "California"... how can I submit a proposal on such little information? Can you find jobs based on specific cities?
