I want to submit a proposal for a job, but got this pop-up:
"You do not meet all the client's preferred qualifications
You may still submit a proposal, but the client will see that the proposal does not meet the following criteria:
I have no idea what this means - could you please clarify?

That's because the client needs freelancers from a specific location, and this location is the USA.

As Dogan has shared, you did not meet the location requirement listed by the client for their job. It's very likely that they have specified in their requirements that they needed a freelancer in a specific location because it's beneficial for them, and their project to work with a freelancer in the area.
As noted in the notification you received, you can still send a proposal for the job, and the client will still be able to receive your proposal. However, the client will see that you do not meet the criteria they have noted.
