What i have observed is that-:

No feed back = 0 star

Because no feedback will bring down job success score. What do you think

No feedback will bring down your JS score eventually - but only if it becomes a pattern. Please don't ask me what constitutes a pattern...

Though that process doesn't have that much to do with the star rating. The JS score doesn't care about that (or Scottish tartans) too much. It does care a lot about private feedback though.
