Why I am not able to see all job

The Client set the job to private from his end, its either a continued project or client set it that way.

It is because the client has set it to be a private posting, in order to avoid being spammed with too many proposals from unqualified or underqualified freelancers.

He will now either invite someone he knows on the platform, someone he has worked with in the past, or will search through the profile and invite individuals to send proposals.
