Job quota is zero all the time

Good evening everybody, I edited my profile completely and i did some tests but i still have my quota job equal to zero. I'm very sad about this situation because i'm waiting, for a long time, to see the button of "apply for a job" activated. I need some help please. thanks a lot freelancers !
