Keep getting error code 40017 can not submit proposal

I keep getting the error code 40017 that I cannot submit a proposal on Upwork mobile all of a sudden - costing me potential clients due to not being one of the first to submit a proposal.

The only info I can find on this suggest I need to verify my account via video call but I’ve done this twice already in the past.

Please help. I don’t like losing clients to things that are not my fault.

My saved jobs on mobile are not reflecting on desktop. My app is updated and I really don't know what's going on. I can submit proposals on Desktop, I submitted a random one to be sure.

 
I am not sure why this is happening all of a sudden, I always used to submit proposals on my mobile device without a problem.
