Location Requirement

If a client has set a location requirement for a job, is there any way to contact them to see if they are willing to change it?

Yes, you send a proposal in which you bring up this point.

How do I do that?  When I tried to submit a proposal I got a message saying that I couldn't because there was a location limitation.

Okay, so it's not a preference, but a requirement. In this case there is nothing that you can do.
