Location restriction - can I contact a potential client to see if this is a mistake?

I want to submit a proposal for work that should be able to be performed remotely, but the client has put the Preferred Location as "TX", and I am in another state.  Is there any way to contact a potential client to see if they are actually willing to accept proposals from out-of-state?

There isn't. But this seems to be a bug, since location (country) always used to be a preference, not prohibiting freelancers from sending proposals, which is what seems to be happening now. 

Also, a location preference should be by country, not by state, that's just ridiculous.

I saw other topics about this issue within last week. Look like Upwork done some changes but denies it.
