If you are a freelancer who lives and works outside of the U.S., do you provide your services to clients no matter their location/country? If so, do you have different profiles with different rates based on the location/country of the client?
For example, if you provide data entry services, do you charge Indian or Taiwanese clients $5/hour, but charge Canadian or U.S. clients $12/hour?
This question applies to U.S.-based freelancers as well. Do you charge clients different fees based on their location?

I charge the same rate to everyone and provide services to any client who's willing to pay that rate, regardless of their location. I don't assume that somebody is rich because they live in Canada/U.S., or assume that they're poor because they live in India. If somebody can't afford my rates, they can find a cheaper freelancer to work with them.
It would be impossible to do what you're suggesting anyway. You're only allowed to have one Upwork account, with up to two specialised profiles, so you wouldn't be able to create a different profile for each country or region. Also, all clients would be able to see what you're charging other clients, and would try to negotiate your rates down to the lowest price that you're apparently willing to work for.

I don't differentiate my rates per geography and i don't think there is an easy way to do that. If you prefer fixed price contracts then its easier.
