Jobs are closed by Upwork 30 days after they're posted if there's no activity from the client, that's the only real time limit. You can view the hire rate for each client on the right side of the job post. If they don't hire regularly, you can decide not to apply to those.

I was going to write a comment about this. I am no longer going to apply for a job if the person has a low hiring rate. I was about to apply for a position that sounded great, but I looked and the person has only hired 6 out of 18 projects and at least 3 were the same freelancer.
