Macedonian citizens withdrawal of funds

Hello,

I have made a few jobs on UpWork and as a macedonian citizen I was wondering whats the best option to withdraw funds to local bank. I've withdrawn my funds to my Payoneer account from UpWork and tried withdrawing to Halkbank but the bank refuses to make the transaction from the same name and address (Both accounts are mine). Now my funds are stuck in the Payoneer.
I tried searching all around, tried sending emails to my bank but they're not replying. I have also made a UpWork CR Ticket, still pending.
Any help or tips would be appreciated.
