Make payoneer account without bank or can we add other person bank account detail.

I want to withdraw the amount from my account but When I go to make Payoneer account? Payoneer requested to add bank detail. If I have not any account in any local bank. How I can make a Payoneer account without a bank? Also what needs to done to receive a Payoneer card
