I owned an Agency and as the Business Manager of the compnay; I make deals to the clients, negotiate witht the time line and cost. Is there a way to hide the Cost of the projects so that even the assigned developer has no idea on what is the cost of the project. The Agency has a specfic cut in hte project Cost to maintain the operational cost and to save money for the trainings to enhance the skills of my developers as well part of it will by my ROI.

Freelancers can see reports about their own work, but can't see their rates on their reports or contracts depends on the permission you have given them.

They can't see it in reports but they can see the rates, all they have to do is look at the agency profile.
This is a GOOD thing as it stops agencies exploiting their freelancers and clients.

I just think that giving them the ability to see the Cost of the project could trigger questions. Though these questions can be answered but given that there are a lot of costs in operating an agency i.e. laptop, transpo, trainings , monthly Connects etc I think masking the Project Cost will be benefiicial. It is not about not being transparent but the ability to work and operate as a Company. Do you think our Tech Guys in upwork and mask the project cost if requested(for a specific project)? I just feel like the currently set up of "Agency" access is like just for a Group of friendly developers or for partnership.

No, they will categorically not. And that is a good thing!
I would like clients to be able to see the exact rate agencies pay their freelancers as well instead.

So, you're saying that if you work for McKinsey & Company or any other agency. You should be able to know who much they charge the client? That's interesting.

I am saying that Upwork is a FREELANCING platform...
At any rate, whatever I think or you think, this request comes up from time to time and the answer is always a definite NO.
And that is a good thing. In my personal opinion the whole agency thing could be discontinued tomorrow.

Yup. Every person in that organization has a billable rate and they all know it (usually about 3-5x the base employee salary - for more technical advisory roles even higher). And every person who works on the project knows the total cost of the project!!

I don't think I understand your reply. The question is - when I submit a proposal on behalf of my agency member, can they see the budet?
