Membership plan Payment Issue

I activate my my visa credit card for online use, there is balance in my account, i checked that my name on profile and on my credit card are same but after trying twice on different days, cleared cookies, cleared history, re login, i tried but it says, "Your payment could not be processed. Please choose an alternate payment method or retry again later." Help me please.
