I received an instant message on yesterday regarding my proposal. It says the sender will not receive a response until account is restored. please explain

Hi Melanie, 

It's very likely that the client's account was limited when you sent your proposal for their job post. Once the client resolves the issue with their account, they should be able to access the proposals they received for the job post you sent a bid for.
