You can manually transfer your funds at any time even when they are less than $100. All you need to do is click on the Get Paid button. 
You should keep in mind that the amount needs to be above the fee for the payment method you're using. Thank you.

Actually I have transfer 10$ (without fee 8$) to my payooner yesterday for
testing. But I didn’t receive the money yet.

Sure, you can withdraw anything in excess of the withdrawal fee.
