Misleading Jobs that require expert but buyer pays less than Edited

How does Upwork take control of the buyers offering jobs that are basically no better than the jobs on **Edited for Community Guidelines**?

I have wasted 2 days and my connects on a job to write for a professional company who were looking for an intermediate level writer for a specialised industry that I have experience in. I quoted a professional rate and was asked to drop a little to fit in with a long term budget and I did..  After 2 days it became apparent the client was not intending to spend any real money on professionals and my rate of $30 per hour soon became less than $5 per hour as the client wanted to pay per article at a rate of around $10 per article or $2 per 100 words. 

At what point are those looking for freelancers on Upwork going to realise this is not Fiverr.com but a professional network?

Surely there has to be a way where quality becomes the norm rather than cheap.
