The exchange rate you see all around is the mid-market exchange rate or the inter-bank exchange rate, which is the mid-point of the buying and selling prices of the currency pair agreed upon by global banks, which changes on a real-time basis. Moreover, when banks and currency exchange providers make international money transfers, they charge a markup known as the exchange-rate margins to profit for providing international money transfer services. You can check these exchange rate margins for different service providers.
Upwork has nothing to do with it, and it is the bank/ currency exchange partner who decides.
