Is it OK to use Mouse without Borders to control 2 or 3 PCs with one mouse + keyboard while using Upwork time tracker? Thanks in advance!

That is a tool that lets you control additional computers from the same mouse/keyboard.
There is no rule against doing that.
Just understand that the Upwork desktop time-tracker only works on a single computer. So if you run it on one computer, while primarily working on a DIFFERENT computer, you risk a situation in which the time-tracker doesn't accurately track your work. Your work diaries might show low keyboard/mouse activity, or fail to register time segments.
This might not be a factor at all in the way that you work. Or it might be something you need to consider.
But as for the queston about whether this violates any rules?
