Mpesa withdrawal processed but not received

I made an Mpesa withdrawal and I haven't received the money as is always the case. I've sent a ticket to support and I'm yet to receive a response on my issue. Can the Mpesa transaction be cancelled and the money reversed to my Upwork account?
