My VAT Agency number is missing from invoices

Hello.

My VAT number is Approved, why is missing from my invoices? On my Agency invoices i have my Freelancer name. And why am I still charged VAT for EU customers?

Legal Name of Business is set, everything is ok. 

In Romania, i cannot register this invoices with the authorities.
