My client wants me to work without active milestone and threaten me to leave bad feedback

I have a client that I already finished 1st milestone with him. But he wants me to do another work without an active milestone and if I can't finish the 2nd work, he will give me 1 star with bad feedback. What should I do? 

He had a very good reputation for spending almost 400K on upwork and promising to pay if I finish it.

You report him, even if he has spent thousands on Upwork.  I have flagged your post, so that a moderator (I hope) can help you. It is a violation of Upwork's terms of service to threaten a freelancer and definitely a violation to force a freelancer to work without a milestone.

And I don't want to violate any Upwork terms. How can I report my client tho?

From what you have said you are not violating any Upwork terms.  I hope a moderator will reply (appropriately) quite soon.
