My connects haven't been renewed

My previous billing cycle was April 22 - May 21.

At the time of writing this, it's May 22 - UTC 4:27AM, still available connect is Zero.

 

Please resolve this issue.

 Where you are it might be the 22nd. Where Upwork is, it's not.

The Connects renew some time during the first day of the new billing circle, automatically. There is no "issue" and there is nothing to "resolve!"
