My cover designer isn't replying to my messages.

I hired a guy to design book covers a podcast logo and illustrated poetry booklet. He completed most of the work. But there are a few things that still need doing. I have already paid him as there was such a small amount left to do but no I can get hold of him. I have sent several messages on upwork and heard nothing. How do I make a complaint about this guy?
