We assueme that it's due to some preceeding matters related to my friends's account
Here is the back-story.
Long ago my freind had an account with which he never got any job. After submitting some number of proposals his account was suspended. Then he requested to reactivate but Upwork refused. Afterwards my friends asked to close his account and Upwork did so.
Some months after (now) my frind signed up at Upwork with the same email, but the Upwork decided to deactivate the newly created account.
So with this post we kindly ask Upwork to help understand what did my friend do so wrong that Upworkd refuses to register him as freelancer, and how can we overcome the problem.
Note that he didn't do anything misleading of violant. He's a web developer with ~7 years of experience.
