My ip address keep on changing.

I have an issue with my Internet Service Provider (ISP). My ip address is keep connecting to another country, and sometimes it connects to my country Pakistan (PK), but most of the time it's connecting to a country called Kansas (KS). It is happening from almost last 2 months. and I did notice it when i tried to browse a web which is only accessible in my country.

I talked to my ISP for this but he didn't seems to fix it. So, my question is will my account be flagged for this? Should I have to change the internet?

Please guide me so that I can take better decision, because i don't want to get my account flagged.
