I have one client I worked with on a previous project.
I have discussed the new project with him in the previous project upwork message box.
Does the client need to post a new project?
Is it okay he sends me the offer directly for the new project?

If the old project is closed, then the answer is yes. If the new project is unrelated to the old project, then best practice says you should also create a new job.

Your client can invite you to bid on a job that they post. They can also send you an offer for a new job, without posting it. But the better solution is for you to propose a new contract to them, so that they don't have to worry about it!

If you have an offer via the platform, then accept it and start working!
