My payment has been rejected

I have tried to with draw my payments today twice and I got a message that my payment couldn't be completed and the funds were rertruned to my Upwork accout .

My payment method is paypal and I have recieved my upwork payments through paypal several times with no problem and my paypal account is active and running. I don't know what is the problem. 

please help me
