Name change and payment method change

Hi 

I would like to know if I can update my last name to my maiden as all my identifications are under my maiden name now. We have a law here in the Phils that we are allowed not to use our spouse family name. And if so, can i also switch my payment method to payoneer after i change my last name here since my payoneer account is under my maiden name. 

Will i be having issues withdrawing my money and will my account be compromised incase? My drivers licensed, passport and all other Identifications are now in my maiden name.
