my job success is now 91% and earning point is above $1000 when i will be Top rated Freelancer ? when i will get notofication ?

When you have held a JSS of 90% or more for 13 out of the last 16 weeks.

Currently your eligible weeks are 2, you need that number to be 13 and have a JSS of 90+ or more and 1 year earnings of 1k or more.
