Just leaving this here for people who need a TDS Certificate - while Upwork may or not be able to provide one from their end (I can't say for I haven't asked or needed to ask), Upwork's payments show up automatically in your Form 16 extracted from TRACES (tdscpc). That actually contains all of your TDS entries, including any taxes deducted from bank deposits. With that being said, instead of trying to get Form 16's from every institution you're interacting with, simply getting one certificate from tdscpc has proved to be much simpler for me.
