I want to join upwork with a new profile and new skills. here is the link

You are not allowed to make a new profile, it is a serious policy violation.

You can edit your existing profile but you categorically must not create a new one unless you want both to be suspended...

You can only change your skills in existing profile and can't make new profile due to some policies on Upwork but you can also resubmit your new application as well.

If you have ONE profile, you cannot make or submit for admission another one. End of the story.
