No Response from Client. Is there no SLA for the client to close Proposal?

I had applied for a proposal Four days back. The client is yet to schedule any interview. Whats the procedure to get my connects back. Why is no SLA for the client to close the proposal? 

 

I need my connects back, why to waste fro non responsive client.

You only get your connects back if the job is closed by the client without a hire or closed by Upwork for a violation. Most freelancers have to spend dozens of connects to land not just their first job, but each job after that for a long time. Personally, I try not to rely on refunded connects because it doesn't happen very often.  

Is there no SLA for the client to respond. Whats the duration to leave the
job left open? Dont think its sensible.

No. When you go into a shop, there isn't a time limit when you must buy something.

Clients may respond in minutes, hours, days, weeks, or never.

30 days. And with most job posts, you don't get the connects back when a job post expires anyway.

Talking of policies: It is a violation of Upwork's terms of service to do jobs that involve leaving fake or paid positive reviews. 

It is also morally reprehensible.

True, Being new to upwork. Just learning things.
