I have a client that I've worked with in the past (here on Upwork). I recently reached out to him to close our project, which he did. It had been finished for awhile but the contract was still open.
He just got in touch to ask about me doing another project, and he'd like to meet with me and some others from his organization to discuss it. Can we arrange this over email since he was previously a client, or are we meant to communicate through Upwork until we're under contract again?

Yes, you can talk to clients you worked before even if you don't have an active contract. But if you decide to work again you have to open a new contract.
