No "Give Feedback" Button on a Closed Contract

My client closed the contract and gave me a good review.  I want to return the favor, but I have no "Give Feedback" button.  The contract shows as "completed" November 5.  Am I too late to give feedback? 

Is there another way to give feedback?

Also, is there any way to give feedback for the client for an ongoing project?  I have had one that is on year two and as a weekly blog, not likely to end anytime soon.  Is there no mechanism to give feedback to the client on these projects?
