Some clients asking native file for sample work (Without payment) After that they are not responding. What to do such illegal clients. Why Upwork allow this kind of worst people?

Well, why do you send free work?

Those clients are not "illegal" - but they are violating Upwork's terms of service by asking for free work.

The correct way to deal with this is to flag the job post as inappropriate, and move on.

If you do free work, it is you who allows and encourages this kind of behaviour, not Upwork.

So what you're saying is that the client is asking for free work and when you send the work, the client doesn't respond to your message, is that correct?

Solution: DO NOT work for free. If the client wants you to do a test job, then reply that you would love to do a paid test job and make sure they hire you and that the milestone is 100% funded.
And I repeat, NEVER work for free!

They "allow" it because they don't necessarily know about it. If you see a client doing something shady, then please report them and Upwork will deal with it.
